I believe that the smiley face rating is a ratio between the number of friends, the number of members that have befriended "you" as well as the number of members that have banned "you". As far as changing the rating, I have friends whose rating have changed *WHEN* the banning member has deleted their profile or if/when the banning member has had a change of heart and lifted the ban. Although this rating might be an accurate representation for some, I would encourage all members to form their own opinion of the member in question as you might be overlooking a diamond in the rough.

Well if said penguin did do some research, then said penguin would know why it is called "ice cream" not "ice milk" as it is made from "cream" not milk, now I realize that some of the cheaper brands may use some milk with the cream. Way too easy to support reeellly dubious propositions through lack of in depth knowledge of a given situation.
